BOAT, ATV & SNOWMOBILE TITLE AND REGISTRATION
Boat titles and registrations of processed through the PA Fish & Boat Commission. We are certified to complete this work for the Commission. The question often asked is, “Do I have to register my boat in PA”. The answer varies greatly.
If you will be using the boat primarily in another State, register the boat in that State. In fact, if you register a boat in PA and then keep it at a Maryland marina, expect Maryland to send you a letter demanding you register in Maryland.
If you intend to use this boat on Pennsylvania waterways and not just in a private pond, you must register the boat. A title is not necessarily required and we can explain to you when a title is required.
Boat Titles and Registrations in Pennsylvania are issued through the Pennsylvania Fish and Boat Commission. When purchasing a boat, you should title and register the boat in the state in which you will be primarily using the boat.

If transferring ownership of a boat, both the seller and the buyer must be present. If the boat never had a title issued to it, there must be a bill of sale, signed by the seller. Both parties must have current Government issued photo ID’s. The seller is not required to come if the title has been notarized.
We will issue temporary registrations for your new boat.
If you purchased a trailer with the boat, make sure whether it has a title. The trailer registration will have all the pertinent information including the title number if there is a title for the trailer. There are states that do not have titles for small trailers, such as NJ. You should have a Bill of Sale (preferably notarized) and if possible, some proof that the seller was the owner, such as the trailer registration. The information for transferring a trailer into your name may be found on the page titled “BUYING A VEHICLE?”.
If you purchased both a boat and a trailer, make sure you have 2 receipts. One for the boat, one for the trailer.
Boats are subject to sales tax in Pennsylvania.
ATV & SNOWMOBILE
Note: ATV”S and Snowmobiles have the same rules
ATV’s may or may not have a title, depending upon the State that it was last owned and
also depending upon what year. There is no real way to know or guarantee that there is a title for an ATV. If there is a title, both the seller and the buyer must be present. If the ATV never had a title issued to it, there must be a bill of sale, signed by the seller and NOTARIZED. Additionally, a rubbing of the VIN will be required to send to the State. Both parties must have current Government issued photo ID’s. The seller is not required to come if the title has been notarized.
ATV’s are required to be registered if used on other than the owner’s property. ATV’s are also required to be insured when registered. You DO NOT have to present an insurance certificate when registering the ATV.
